                         Under the Maharashtra Right to Public Services Act, 2015, the District Women and Child Development Office, Chandrapur, provides the following notified services to the citizens of Chandrapur district.

Notified Service No. 307: Working Women’s Hostel

                         In a Naxalite-affected and underdeveloped area like Chandrapur, for the safety and secular accommodation of women and girls coming from other towns for employment, the Jijamata Working Women’s Hostel, Chandrapur is operated under the District Women and Child Development Office, Chandrapur, by Sarvodaya Mahila Mandal.

                         The Jijamata Working Women’s Hostel, Chandrapur, was approved for operation by the Ministry of Social Welfare, Government of India, in 1982-83, and its infrastructure was completed between 1984-87, allowing admission of working women. The approved capacity of the hostel is 30 women. Along with working women, women undergoing training in computer skills, nursing, tailoring, and Montessori training are also granted admission.

The institution has benefited more than 750 working women and trainees so far and has been functioning continuously for the last 38 years.

Notified Service No. 308: Admission of Children to Childcare/Observation Homes

                      Under Section 41 of the Juvenile Justice (Care and Protection of Children) Act, 2015, childcare and observation homes are registered. Under this section, open shelters, special adoption agencies, and safe homes for children in conflict with the law are registered for care and protection.

Children admitted to childcare homes based on the orders of the Child Welfare Committee (CWC) include:

  • Lost, found, abandoned, orphaned, or deserted children
  • Street children, child laborers, child beggars
  • Children in distress, child marriage victims
  • Children of incapable parents

The children admitted are provided food, clothing, shelter, education, training, counseling, and rehabilitation.

                     Children in conflict with the law are admitted to observation homes based on the orders of the Juvenile Justice Board (JJB) until their case inquiry is completed. These children receive counseling, education, training, and rehabilitation.

A Government-run Boys’ Observation/Childcare Home has been operational in Chandrapur since 1985.

Notified Service No. 309: Shakti Sadan Women’s Shelter/Swadhar Home for Distressed Women

                      A short-term women’s shelter (capacity: 30 beneficiaries) was approved by the Ministry of Women and Child Development, Government of India, New Delhi, in 1996, and a Swadhar Home (capacity: 100 beneficiaries) was established in 2005.

                        In 2018-19, both schemes were merged into the Swadhar Home Scheme, and in 2022-23, it was integrated under the Mission Shakti initiative as Shakti Sadan. In Chandrapur district, Saraswati Shikshan Mahila Mandal, Chandrapur, operates Shakti Sadan, which currently has a capacity of 50 beneficiaries.

This home provides shelter, education, training, counseling, and social reintegration for:

  • Women in distress, abandoned women, widows, ex-prisoners
  • Unmarried mothers, victims of natural disasters
  • Women leaving prostitution, victims of violence
  • Socially ostracized women, sexual assault survivors
  • Women affected by HIV/AIDS

Women found wandering by the police or rescued from prostitution through police raids are admitted to this shelter upon the orders of the Court and police authorities for counseling and rehabilitation.

Admission Process

As the shelter is declared a service provider under the Protection of Women from Domestic Violence Act, 2005, women can be admitted based on orders from:

  • District Medical College, Police Department, District Women and Child Development Office, Railway Police, Railway Childline, Child Welfare Committee, District Child Protection Unit, NGOs, Social Workers, and other government & non-government departments
  • Women in distress can also seek admission voluntarily

The shelter operates 24/7 and provides:

  • Counseling, health check-ups, vocational training, and social reintegration
  • Medical aid, legal assistance, and police protection when required

Women in the shelter receive free legal aid under the guidance of the Secretary, District Legal Services Authority, Chandrapur, for filing cases in court.

Admission, Rehabilitation, and Beneficiary Statistics

Since 1996, over 3,000 women have been admitted, and more than 2,000 have been rehabilitated.
Over 1,600 women have received police protection, and over 100 were rescued from human trafficking.

Training Programs

Women admitted to the institution receive training in:

  • Sewing, typing, computers, beauty parlors, handicrafts, and spinning wheel operation
    Over 1,800 women have received training, and more than 500 women have secured private-sector jobs.

Marriage and Social Reintegration

Since 1996, a total of 119 marriages have been arranged through the rehabilitation process for unmarried mothers, women facing relationship issues, and widows.
