Subject: Standard Procedure for Issuance of Project-Affected Certificates to Landowners and Their Dependents Displaced by Notified Irrigation/Power Projects Under the Maharashtra Project Affected Persons Rehabilitation Acts of 1976, 1986, and 1999.

  1. Approval Authority for Project-Affected Certificates

As per General Administration Department, Mumbai Government Resolution No. AEM-1080/35/16-A, dated 21 January 1980:

  1. Required Documents for Project-Affected Certificate
  1. Detailed application with ₹10/- court fee stamp.
  2. Certified copy of Section 4(1), Section 9, and Section 12(2) notice, acquisition award copy, or compensation distribution register.
  3. If the original affected person is deceased, consent of all heirs on ₹100/- stamp paper, duly certified.
  4. In case of joint ownership of land/house, consent from all co-owners, or in case of a deceased owner, consent from all heirs on ₹100/- stamp paper, duly certified.
  5. Affidavit of the original project-affected person or, if deceased, an affidavit from heirs.
  6. Affidavit of the nominated person along with necessary government-issued relationship proof.
  7. Genealogical affidavit of the affected person (mentioning all legal heirs).
  8. If a certificate is to be reissued, the original certificate must be submitted to the office.
  9. If any family member of the affected person is deceased, their death certificate must be attached.
  10. Photocopy of Aadhaar cards of all legal heirs.
  11. Photocopy of the first page of the ration card and family details.
  12. Any other necessary supporting documents based on the case.

  • ₹10/- court fee stamp on the application.
  1. Procedure for Issuing Project-Affected Certificate
  1. Verification of records to check if the certificate has been previously issued.
  2. Obtain land acquisition records and reports from the relevant authorities.
  3. Request a no-objection report from the project-specific appointment authority (e.g., Chandrapur Thermal Power Station, which is responsible for employing affected persons).
  4. Conduct a local family investigation through the revenue officer (Mandal Adhikari) for the affected area.
  5. Publish a notification regarding the acquisition, inviting objections within a stipulated time.
  6. Report any incorrect submissions or discrepancies to higher authorities.
  7. If the certificate has been previously issued, submit a note to close the case.
