  • Structure of the Department:

The head of the District Health Department is the Civil Surgeon. Under their guidance, health services are provided at various levels, which include the following components:

  • District Hospital: Located in Chandrapur city, this is a large hospital with a team of specialist doctors and modern medical facilities. Treatments for common to serious illnesses are provided here.
  • Sub-District Hospitals: There are 5 sub-district hospitals in the district, which provide healthcare services at the taluka level.
  • Rural Hospitals: There are a total of 9 rural hospitals in the district that provide healthcare services and some specialist services.

National Oral Health Programme (NOHP)

Oral health is a public health problem that adversely affects an individual’s overall health. Oral health diseases can impair aesthetics, hinder proper chewing of food, and cause tooth pain. All of this affects an individual’s efficiency and productivity. The Central Government has approved funds for the financial year 2024-25 to implement the Oral Health Programme in 34 districts of the state.

  • Objectives of the Oral Health Programme:

To improve factors influencing oral health (e.g., healthy diet, oral hygiene habits, etc.), taking them into consideration, and to provide oral health services in rural and urban areas.

To strengthen oral health services to reduce the prevalence of oral diseases. Accordingly, to start oral health services in all sub-district hospitals and district hospitals.

To integrate preventive measures related to oral diseases and general health services by appropriately coordinating various health programs (e.g., National Tobacco Control Programme, Rashtriya Bal Swasthya Karyakram, Fluorosis Prevention and Control Programme), and also to establish inter-departmental coordination with other administrative departments such as Education, Social Welfare, Women and Child Development, etc.

To involve individuals/organizations from the private sector to achieve the objectives of oral health.

Maharashtra Emergency Medical Services “Emergency Medical Service at Your Doorstep”

Under the Emergency Medical Services Project of the Public Health Department, this scheme aims to provide primary treatment to seriously ill patients in well-equipped ambulances and admit them to the nearest hospital for further treatment. This includes road accident victims, patients with all types of serious illnesses, patients with obstetric complications, illnesses related to newborns, patients trapped in natural and man-made disasters, and serious illnesses such as heart patients, snake bites, accidents, poisoning, severe respiratory illnesses, serious brain-related illnesses, etc.

This service can be availed free of charge through the toll-free number ‘108’ from any mobile/landline phone.

The service is monitored by the staff at the Central Control Room (Emergency Response Center, ERC) at Aundh Chest Hospital, Pune. This primarily involves call takers and doctors (consultants).

Under this project, immediate medical assistance is provided to the victims within the first golden hour (Golden Hour).

To provide prompt service, all ambulances are equipped with state-of-the-art computer technology integration, voice logger system, GIS (Geographic Information System), GPS (Global Positioning System), AVLT (Automatic Vehicle Location Tracking), and MCS (Mobile Communication System).

Equipped with advanced medical equipment, 24×7 services are provided in the ambulances by trained medical officers and trained drivers.

The ambulances include medical equipment such as an ambulance cot, scoop stretcher, biphasic defibrillator cum cardiac monitor with recorder (for ALS only), transport ventilator (for ALS only), pulse oximeter (for BLS only), suction pump (manual 1 and electronic), and oxygen delivery system.

Coordination is being established with government and private hospitals to provide 24-hour emergency pre-hospital and in-hospital medical services.

Features of the Scheme:

  • To provide medical treatment to the victims within the first golden hour (Golden Hour).
  • To provide 24-hour free emergency pre-hospital and in-hospital medical services on the 108 toll-free number.
  • To establish immediate coordination with all concerned departments.

National Programme for Control of Blindness & Visual Impairment

The National Programme for Control of Blindness was started in 1976. In 2017, the name of the program was changed to the National Programme for Control of Blindness & Visual Impairment.

According to the rapid survey conducted by the Central Government in 2015-19, the prevalence of blindness in India decreased from 1.1% in the financial year 2006-07 to 0.36% in the financial year 2019-20. As per the national policy of the Central Government, the target is to reduce the prevalence of blindness to 0.25% by the year 2025. Along with cataract surgery, focus is also being given to the treatment of other eye diseases such as glaucoma, retinal disorders (diabetic retinopathy, vitreoretinal diseases), and childhood blindness.

The National Programme for Control of Blindness was 100% funded by the Central Government. Since 2015-16, the funding pattern is 60% central share and 40% state government share.

Key Objectives of the Programme:

  • To provide comprehensive universal eye care services to achieve the objective of “Eye Health for All.”
  • To strengthen the National Programme for Control of Blindness and provide high-quality eye care services to the people.
  • To provide increased services to clear the backlog of cataract patients through diagnosis and treatment.
  • To provide services to patients by equipping health institutions in all districts of the state with resources and appointing specialists.
  • To involve non-governmental voluntary organizations and private doctors in the program to provide eye care services.
  • To create health awareness and provide free services for other eye diseases (glaucoma, diabetic retinopathy, vitreoretinal diseases, childhood blindness) among the general public by providing health education about these conditions and their treatment.
  • To conduct free eye check-ups for school students and identify refractive errors.
  • To conduct free eye check-ups for individuals above 40 years of age since 2014-15.Operational Mechanism of the Programme:To successfully implement the program in the state, the State Health Society (Anika) at the state level and the District Health Society (Anika) in all districts have been established. As per the guidelines of the Central Government, instructions have been given to successfully implement the program through the District Health Society (Anika) by delegating authority at the district level.To improve the program by training specialists and providing materials and equipment. To resolve eye diseases by involving voluntary organizations and private doctors. To reduce the prevalence of blindness as much as possible by organizing screening camps for all individuals above 50 years of age and providing transportation services. To provide free services for cataract surgery, glaucoma, and other eye diseases through government and voluntary organizations.As of today, there are 0 eye banks, 1 eye collection center, and 0 eye transplant centers operational in the state. Also, there are 2 government eye surgery units and 1 non-governmental voluntary organization functional in the district. In the year 2024-25, a total of 5418 cataract surgeries were performed by government facilities and 3742 by non-governmental voluntary organizations.

National Tobacco Control Programme

Tobacco consumption leads to many non-communicable diseases, such as high blood pressure, diabetes, heart disease, oral cancer, etc. The National Tobacco Control Programme has been implemented in 34 districts since 2016-17. According to the Tobacco Control in India report of 2004, approximately 8 to 9 lakh people die every year in India due to diseases caused by tobacco consumption.

Main Objectives of the Programme:

  • To create large-scale public awareness about the harmful effects of tobacco on health and the tobacco control law.
  • To effectively implement the Cigarettes and Other Tobacco Products Act, 2003.

Cigarettes and Other Tobacco Products Act, 2003 and its Sections:

  • Section 4: Ban on smoking in public places.
  • Section 5: Ban on advertising cigarettes and other tobacco products.
  • Section 6a: Ban on selling tobacco products to children under 18 years of age.
  • Section 6b: Ban on selling tobacco products within 100 yards of educational institutions.
  • Section 7: Mandatory printing of statutory warnings on tobacco product packages.

Maharashtra Right to Public Services Act – 2015

The Maharashtra Right to Public Services Act, 2015 has been enacted to provide transparent, fast, and timely delivery of notified services provided by the government and all public authorities under its jurisdiction to the citizens of Maharashtra. It came into effect on 28.04.2015. Its objective is to ensure that citizens receive services easily and within the stipulated time limit.

To oversee, coordinate, monitor, and suggest improvements regarding the delivery of the aforementioned notified services to citizens, the Maharashtra State Commission for Right to Service has been constituted under the said Act. The commission consists of one Chief Commissioner and six Commissioners. The head office of the commission is located at the New Administrative Building, opposite Mantralaya, Mumbai, and the Commissioners have their offices at the headquarters of the six divisions.

If eligible citizens do not receive services within the prescribed time limit or if they are denied without proper justification, they can file a first and second appeal against such decisions with higher authorities. If still not satisfied, a third appeal can be filed with the Commission. A penalty of up to Rs. 5000/- per case can be imposed on the defaulting officer.
