Subject:-   Regarding verification of Non- Creamy layer Certificate/Income Certificate of newly appointed candidates of classes 1 to 4 in Government Service.

1 Subject Candidates from the open category for which the percentage of reservation has been fixed for the recruitment of posts in the other Backward Categories,  Nomadic Tribes, Special Backward Categories and Direct service quota in the government service in the state of Maharashtra an efficient mechanism has been created to verify the validity of the Non- Creamy layer Certificate/Income Certificate issued by the competent authority to candidates who are availing the benefits of reservation as per the reservation policy.
2 Divisional Level Committee At the Regional Revenue Division level a committee has been constituted under the chairmanship of the Hon’ble Divisional Commissioner to verify the validity of Non-Creamy Layer Certificate (Income Certificate) as follows. Hon’ble Divisional Commissioner, Nagpur Division             -PresidentDeputy Divisional Commissioner (Revenue)(Commissioner Office) -MemberDeputy Divisional Commissioner (OBC Cell)(Commissioner Office)- MemberDivisional Level Regional Dy. 3 District Level Committee To assist the Division Level Committee, a sub-committee has been formed at the district level in district under the Chairmanship of the Hon’ble District Collector as follows. Hon’ble Collector                                -PresidentChief Executive Officer, Zilla Prishad -MemberAdditional Collector                  – MemberDy. Commissioner Social Justice            – MemberWomen & Child Development Officer    – MemberResident Deputy Collector             -Member Secretary
4 Duties of District Level Committee 1.The District Level Sub-Committee will verify the authenticity of the NCL certificate issued by the Sub-Divisional Officer. 2.For this, the application date mentioned in the register in the office of the concerned Sub-Divisional Officer, the date of issue of the certificate will be verified.3.The Committee shall ensure that all the documents/norms on the basis of which the NCL is issued are in compliance with the prescribed norms for NCL certificate.4.The Committee is empowered to call for internal inquiry/local inquiry or report of other competent authorities through its mechanism.
5 Final action to be taken by the District Level Committee  Hon. The chairmanship of the District Collector will be held the sub-committee meeting under to settle the cases & The district level sub-committee takes action to submit the matter to the appointed committee headed by the Honorable Divisional Commissioner for a final decision by recording a clear opinion along with the committee’s conclusion, whether favorable or unfavorable, regarding the Non- Creamy layer Certificate/Income Certificate.
6 The District Level Committee   time taken in the Process The said proceedings are completed within a period of 1 month from the date of filing of the case with the committee.
